Xiamen Hi-tech Innovation Center,
with an incubation site of 120,000 square meters, is one of key
state level hi-tech investment service centers acknowledged by the
Ministry of Science and Technology. The center has been granted
honorable titles of Advanced Hi-tech Innovation Service Center at
the 15th Anniversary of the Implementation of the Torch Program
and Outstanding Key State Level Hi-tech Innovation Service Center
of the Year 2003 from the Ministry of Science and Technology as
well as Advanced Management Unit of the Torch Program from Fujian
provincial government. It has also been consecutively awarded the
qualification of Supporting Agent of the Technological Innovation
Funds for Small and Medium Enterprises by the Ministry of Science
and Technology in 2003 and 2004. Xiamen Hi-tech Innovation Center
is also one of the first enterprises approved by Xiamen Customs
to go through customs clearance first and pay duties later, and
has been ranked among the top 100 Xiamen enterprises in import and
export. The center has been accredited the ISO 9001 and ISO14001
certificates.
Xiamen Pioneering Park for Overseas
Chinese Scholars is the technology incubation park under the management
of Xiamen Hi-tech Innovation Center. In June 2001 it was rated as
a key state level pioneering park for overseas Chinese scholars
jointly by the Ministry of Science and Technology, the Ministry
of Personnel, the Ministry of Education, and the State Bureau of
Foreign Experts Administration. The park covers a ground area of
68,000 square meters and has built an incubation site of 88,000
square meters.
Xiamen Pioneering Park for Scholars from Taiwan is the first hi-tech
business incubator in mainland China serving the needs of scholars
from Taiwan. It began its operation in May 2003 on the basis of
Xiamen Pioneering Park for Overseas Chinese Scholars. Scholars with
bachelor degree or above from Taiwan may establish their businesses
in the park and enjoy the existing preferential treatments for overseas
Chinese scholars establishing businesses in Xiamen.
The park, located in the east of Xiamen Torch
Hi-Tech Industrial Development Zone, covering a ground area of 68,000
square meters, and a total building area of 88,000 square meters,
is comprised of major functional quarters such as research and development,
pilot experiment, production and processing, offices and overall
services, and living facilities. The Park, with urban arterial roads
close by, enjoys convenient traffic and is 3 kilometers away from
Xiamen International Airport, 7 kilometers away from Xiamen Railway
Station, and 3.5 kilometers from Dongdu Harbor.
Changye Building: the core R&D
building in the Pioneering Park with a building area of 29,500 square
meters. It has all the necessary basic hardware and service facilities
and is used for research and development, pilot experiment, office,
and other commercial services. The integrated structural wiring
system is adopted for the building, which is fixed with a fiber
broad-band network, a satellite TV system, a fire control system,
and an intelligent security system as well as passenger and cargo
lifts. The incubation units are fully decorated, each with an area
from 80 to 200 square meters, and can meet the requirements of research
and development and pilot experiments of different types of enterprises.
There are shared service facilities inside the building such as
meeting rooms, the information center, the training center and the
commercial center.
Xuanye Building: a comprehensive service
building in the Pioneering Park with a building area of 9,400 square
meters. It is used for logistics services and living facilities,
including living service facilities such as a canteen, a coffee
house, a gymnasium, stores, a Ping Pong room, and a laundry. Inside
the building there are also 129 full-furnished apartments.
Standard factory buildings: including
Xinye Building with a building area of 5,400 square meters, Angye
Building with a building area of 5,400 square meters, Hongye Building
with a building area of 8,940 square meters. Each building has necessary
facilities for production and office.
Weiye Building, with a total building
area of 30,000 square meters, is a comprehensive incubation building
for research, development and production in all. Of the total building
area, 10,000 square meters is for research, development, and offices,
and 20,000 square meters for production workshops. The hardware
and facilities in the incubation units in the building are the best
in the Pioneering Park.
With the approval from the Ministry
of Personnel, Xiamen Hi-tech Innovation Center (Xiamen Pioneering
Park for Overseas Chinese Scholars) established a work station for
postdoctoral programme in October 2002.
The Incubation Base of the Torch
Hi-tech Park
The Torch Hit-tech Park possesses
the Torch Building, a high-grade incubation building, and part of
Guangxia Building and Guangye Building, with a total floorage of
32,000 square meters. The Torch Building, located at the cross of
the Huoju Road and Jiahe Road, with a building area of 27,700 square
meters, is an intelligent building for administrative service, research
and development. The building has all the necessary facilities including
a central air conditioning system, a building control system, a
fiber communication network system, a fire control system, passenger
and cargo lifts, etc. The offices of the Administrative Committee
of Xiamen Torch Hi-tech Industrial Development Zone are on the second
floors of the South section of the building. In the annex are offices
of Internal Revenue Service, Xiamen Excise Office, the Administration
of Industry and Commerce, and a commercial bank.
